It very much depends on sensor size, on my old Olympus em1, 3200 was/is probably my limit. On the Mk 2 I would use 6400 in a pinch as Denoise AI works ok. 6400 is probably more acceptable on my Fuji X-E1 (aps-c) and although I've not had the Sony A9 FF for long but, if it's similar to the old...
