Really liking the effect, colours, contrast, saturation but for me the composition is a little off with too much space on the left and not enough on the right

4 stop ND filter to give me a 4-5 second exposure .. then I kinda just moved a bit with the water ...

ICM as they now call it, camera shake as it used to be known lol - works well sometimes but very hit & miss - It worked well here though
I like the effect of multi exposures blended together too, which I always do in-camera

It really is hit and miss as you say and quite often I'll come away after shooting lots (And lots) of frames and think I have something, only to be very disappointed on the big screen .. This one was helped as I moved with the flow of the water ... so it wasn't too random ....

That is a great idea, always good to shoot well known locations in a unique manner.
