For those that don't know I work for a charity, sorting through donations, looking for stuff to sell on eBay for them. This came in attached to a Kirk LP-12 Arca-type plate (with the knurled screw at the bottom of the image) but has no manufacturer markings. Build quality seems very good.

My guess is some sort of flashgun extension thing? It just seems weird it has so many vertical and horizontal controls and that the sliding knob looks to be upside down to me. And I can't really see a place for the camera to go.
Any/all help appreciated!

My guess is for macro - attaches to the foot of a lens the allows the flash to be positioned above the subject?
