I'm away to buy a large Volume 22TB HD that claims to have 280mb/s read and write speeds............is that fast enough when editing RAW files in PS?
its a SanDisk Professional 12TB G-DRIVE Enterprise-Class USB 3.2 Gen 2 External Hard Drive

Just AFAIK and having looked it up as a reminder.

Most 7200rpm HDDs have speed of up to 180mb/s but some will have caching that improves that speed at up to the speed you mention.

I use internal HDDs for my data files and frankly have no idea of their read/write speeds. I too edit taw files and 'it just all works'

No doubt millions of such HDDs are used daily to process data including raw image files and I don't ever recall reading about "read/write" speeds being a bottle neck.

Having said that I don't know if those that do this using external drives have an issue.

I'd suggest using that for archiving, and working from a faster internal drive (ideally SSD).

I store my Raw images on a NAS which has 5400rpm drives in it and accessed over a Gigabit Ethernet so for storage your drive will be fine.

However, my catalog, cache and 1:1 previews are all stored on my fast, internal SSD. It's these that are used for viewing and editing the images not the Raw files stored on the NAS.

I build 1:1 previews on import so importing takes a little longer but once it's done I have no issues with editing or slow LR speeds.
