At one time you could probably have been arrested for wearing that gear, now anything goes, my local shopping centre has uniformed guys wandering around with long hair & handcuffs!

MLBs are paid for by the west end land & property owners plus various business partnerships/alliances. They're just keeping an eye on things, probably got a hotline to proper cops, encourage to interact and help Joe Public/Tourists.
