To use "is" for motorsport

I thought the idea of panning was that you could reduce the shutter speed to give a sense of movement in the shot

Does the Mark I version of this lens have a panning IS mode that helps control stray up and down movement as you pan? If it does, I would certainly use it

I leave it in Mode 2, regardless of shutter speed, when hand-held.

Switch IS off if using monopod or tripod.

I always turn VR off when shooting motorsport as it slows AF

That's what I thought. So is there anything you use it for when shooting bikes ?

No... it slows it all down quite a bit and thats not what you want.

Its not easy to quantify how much it messes it up, but it certainly does.

Leave it off, remove the chances that it can interfere.

With a 70-200 its pretty easy to hand hold anyway, when you go longer than 300mm a monopod is the answer.

Thats not just me, if you take a look at the other blokes in bibs, you'll pretty much see that as the standard MO, which *probably* means its the best idea ;-)
