What type of processing is it called when you take a photo and turn it into a sort of poster art image?

Sorry, I don't know the name of the technique, sure it's not pop art or vectors but say and image of a statue in a landscape and you want to show it almost like a watercolour? Arrgh I don't know if Im explaining it right and don't want to link to an image to show as I think that's against the rules?
 
IIRC there's a PhotoShop filter that does that. There's also posterization but that's blockier.

Posting somebody else's image is against the rules but posting a link to an image isn't.

I found this on making an art deco poster, but as you suggest it's using a vector editor rather than a raster based program like PS
