Yes
I want to try my 5D MK4 camera with the Canon EF 100-400mm f/4.5-5.6L IS II USM on a moving steam train.

Which Stabilizer Mode 1, 2, 3 should I use?

Thank you.

Mode 1 is great for general handheld shots, Mode 2 kicks in the stabilization only when you're pressing the shutter button, and Mode 3 is perfect for panning shots, like capturing that train in motion. So, for that moving steam train action, I'd say crank it up to Mode 3

On a Canon 100-400 L

Mode 1 is IS operating in both horizontal and vertical planes.

Mode 2 is IS in one plane, so if your panning horizontally, IS works on vertical movement, and vice versa.

Mode 3 activates IS when shutter is activated, not in the pre-shutter stages

You could use all three modes for photographing a steam train.
